Memorial plaques and monuments testifying to the struggles of partisan fighters, the atrocities committed by the occupier, and the victims of World War II are frequently encountered in the Radol'ca area: they can be found in all the larger settlements, in the fields, and along the forest trails. The Katzenstein Mansion in the village of Begunje is now home to the Museum of Hostages.

World War II had a lasting effect on the Radovljica Municipality area and brought fear and death into the lives of its inhabitants. Young boys and fathers were recruited to the army, with over one-fifth falling in combat. The war claimed the lives of 858 men and 61 women from Radovljica Municipality, the majority of whom came from the right bank of the Sava.
Most of the plaques and monuments were erected during the second half of the 1950s on the battle fields where the partisans fought; many partisan prisoners of war were also killed. In the Gorenjska region, the majority of prisoners of war were incarcerated in the Begunje-based Gestapo prison, which was housed in Katzenstein Mansion. The places where the mass murders were carried out and the mass graves dug are located in the Draga Valley and the Katzenstein Mansion park in Begunje.
Initiatives for the erection of plaques and monuments were proposed by the members and bodies of the Union of National Liberation Struggle Veterans. More often than not, they were also designed by these members and bodies, or by local stonecutters and the Jesenice Ironworks iron foundry workers.
